In the competition in Estonia 12 nations took part: Austria, Belgium, Estonia, Finland, France, Germany, Hungary, Latvia, Lithuania, Slovenia, Sweden and The Netherlands. 4 countries: Greece, Italy, Luxembourg, Norway and Spain participated in the competition as observers.
